Year Asked: 2013

A
1 only
B
2 only
C
Both 1 and 2
D
Neither 1 nor 2

Correct Answer

B. 2 only

Detailed Explanation

Correct answer: B (only statement 2).

Statement 1 is wrong. The Chairman of Rajya Sabha is the Vice President, who presides ex officio and is not a member of either House. But the Deputy Chairman is elected from among the members of Rajya Sabha under Article 90, so he is a member. The statement is therefore false because it lumps the two offices together.

Statement 2 is correct. Presidential elections (Articles 54 and 55) are decided by elected members of Parliament and the state legislatures, so nominated members do not vote. The Vice President's election under Article 66 is different: its electoral college is all members of both Houses, including nominated members. That is why the question tests this difference.

Core concept: the composition of electoral colleges. Mains often asks how the Vice President's election reflects the Rajya Sabha's role as a federal chamber, and how the presidential electoral college differs from the Vice President's.

Trap: assuming that the Vice President as Chairman must be a member of the House, or that nominated members are excluded from every election.
