Groundwater is the answer, and the logic is about numbers. Roughly 69 per cent of the world's freshwater is locked in ice caps and glaciers, which is why the question sets that aside first. Of the remaining unfrozen freshwater, groundwater accounts for roughly 30 per cent, far more than any other store.

Why the others fail:

• A is wrong. Atmospheric moisture and clouds hold only about 0.04 per cent of total freshwater, a tiny share even though it drives weather.
• B is wrong. Lakes and rivers together hold about 0.3 per cent of freshwater. They are the water we see most easily, but they are a small store.
• D is wrong. Soil moisture is a thin surface layer that matters greatly for agriculture, but it holds a small share, well below groundwater.

Core concept: the hydrological cycle and the distribution of freshwater among stores. For Mains GS-I (Geography) and GS-III (water resources), this explains why groundwater overexploitation in north-west India is a serious problem and why aquifer management matters as much as surface storage.
