Correct Answer: 2 and 3 only ​. It is the International Seabed Authority (ISA) that provides the licenses; India has been issued the license in 2014; Sea floor has the world's largest untapped rare earth metal resources.  This has been in news as India has recently launched its Deep Ocean Mission, also called the Mission Samudrayan.
