Correct Answer: 2 only ​. Statement 1 is incorrect - Sole Minister and a secretary for pursuing the subject of administrative reforms and promotion has not been mentioned in the recommendation report of the N Gopalaswamy Iyengar Committee.  Statement 2 is correct - The ARC (1966-70) recommended setting up a separate Department of Personnel which should function under the general guidance of the Cabinet Secretary and be placed directly under the Prime Minister.
